Storch was raised in the Brooklyn neighborhood of Brownsville. He attended Public School 166 and then graduated from Thomas Jefferson High School in 1940. After high school, he enrolled at New York University but dropped out after one semester to pursue a career in show business.

Storch began his career as a stand-up comedian in the early 1940s. He soon began appearing on radio shows such as The Major Bowes Amateur Hour and The Steve Allen Show. He also had small roles in several films during this time, including It’s a Wonderful Life and Miracle on 34th Street.

In 1954, Storch landed his most famous role as Corporal Randolph Agarn on the television sitcom Car 54, Where Are You? The show ran for two seasons and was a moderate success.
